Speaking during the Directorโs Hour of the 6th Management Committee Meeting held on September 10, 2026, at the Bislig City Convention Center, Farnazo emphasized that assignments and leadership responsibilities should be guided not by where an official comes from, but by what the organization needs and what that person can contribute best.
โTerritorial thinking should never be in the mindset of third-level officials,โ Farnazo said, warning that allowing geographic or local affiliations to influence leadership decisions could create divisions that would eventually harm the organization.
Instead, Farnazo advocated for a deployment structure where officials recognize that the needs of the entire Caraga Region must take precedence over provincial, city, or personal interests.

Farnazo underscored that every Schools Division Office and every official has distinct strengths and areas that need reinforcement. Rather than placing people where they are simply comfortable or where they have geographic connections, he urged leaders to consider where their competencies can make the greatest impact.
โIf your strength is what a particular division needs, you will be the best person for that assignment,โ he explained. He stressed that placing an individual in an area where the organizationโs need matches the personโs competence creates a greater likelihood of success. Conversely, assigning someone to an area where the organizationโs needs run counter to that personโs strengths can set both the individual and the organization up for failure.
โYour strength is what the workplace needs,โ Farnazo emphasized.
He called on the officials to identify, cultivate, and maximize the talents of their colleagues, saying that the organization should not merely recognize individual capabilities but deliberately put those capabilities to work where they can address existing gaps .
โWe must harness the unique strengths of every individual. We should cultivate each personโs talents, and we ought to champion their capabilities,โ he said.

Farnazo also highlighted the growing partnership between the Department of Education and local government units in advancing education infrastructure in Caraga.
He noted that around P38 million had been initially allocated for the implementation of LGU-led construction of school buildings. While the construction would be led by the LGUs, he clarified that the Schools Division Offices would continue to monitor implementation, while acceptance of completed projects would be undertaken at the Regional Office.
He explained that this arrangement was deliberately designed to minimize potential pressures on Schools Division Superintendents arising from their close relationships with local government officials and allow the Regional Office to assume responsibility for project acceptance.
Farnazo likewise acknowledged the support of Caragaโs local officials and congressional representatives in advancing the regionโs education agenda and budgetary requirements.
He expressed gratitude for the collective efforts that helped secure support for the regionโs budget and strengthened alliances with local government units, emphasizing that these partnerships would pave the way for greater investments in school facilities.

With the third quarter drawing to a close, Farnazo also reminded officials to accelerate their implementation and utilization of programs and resources and to prepare their requests for the final quarter.
He emphasized the importance of addressing emerging operational needs, particularly those affected by increasing costs of fuel, utilities, and other essential requirements.
He also cited the continuing coordination with local government units and other stakeholders in responding to pressing concerns affecting the region, including the situation in areas placed under a state of calamity.

Farnazoโs message ultimately centered on a simple principle: the organization must move as one.
He challenged Caragaโs education leaders to look beyond territorial identities and personal affiliations and instead ask where their abilities can best serve the Department and its learners.
Leadership, he said, should not be about protecting oneโs territory or securing positions for people from a particular locality. It should be about recognizing where each person can contribute most effectively.
For Farnazo, the strength of the Department of Education in Caraga lies not in where its leaders come from, but in how their different competencies can be brought together toward one direction and one mission: delivering quality and responsive public education across the region.
